Manchester is full of promise—but when the basics are missed, it shows.

When someone is openly using drugs in a garage or a public park, when kids ride their bikes on one wheel down Elm Street while drivers nervously try not to hit them, people notice.

When red lights take too long to change, when pedestrian signals do not make sense, and when business owners have to step around or clean up after someone sleeping in a doorway, it wears on the community.

These are not just small annoyances. They are signs that the basics are being missed.

At the same time, there is so much good here—new housing, vibrant events, dedicated neighbors, and a real sense of momentum. The potential is here. The progress is real. What we need now is leadership focused on everyday quality of life—safer streets, stronger neighborhoods, and a city that delivers for the people who live and invest here.

Challenges We Face

Ward 3 is where Manchester walks, works, and welcomes the world—from the Millyard to Queen City Avenue, and from River Road to Union Street. But too many residents are feeling overlooked:

  • Aging infrastructure — Sidewalks, lighting, and public spaces need repair.
  • Public safety and quality of life — Reckless driving, illegal exhausts, and disruptive behavior make streets less welcoming.
  • Rising costs without accountability — Absentee landlords neglect properties while rents climb.
  • Events and business vitality — Downtown events boost energy and revenue, but we must do more to keep people returning and attract even more events.

A Leadership Agenda for Ward 3

These are the five pillars of progress that guide Dana Dexter’s priorities as a candidate for Alderman:

Public Safety & Quality of Life: Make streets and public spaces safe and clean.

  • Enforce red-light running, speeding, sidewalk biking, and illegal exhausts.
  • Address homelessness with firm enforcement where needed, paired with solutions that get people off the streets for good.
  • Hold absentee landlords accountable for disruptive tenants and neglected buildings.
  • Collaborate with community groups to promote bike safety through education and youth outreach.

Fiscal Responsibility & Respect for Taxpayers: Spend wisely, focus on what matters most.

  • Respect the tax cap.
  • Prioritize funding for safety, infrastructure, clean neighborhoods, and schools.
  • Demand transparency and measurable outcomes in how city funds are used.

Modern Infrastructure & Walkability: Fix what is broken and invest for the future.

  • Repair sidewalks and upgrade crosswalks for safety and accessibility.
  • Modernize city garages like Victory Garage to ensure they are safe, clean, and welcoming.
  • Coordinate traffic lights and improve signal timing to reduce backups.
  • Make neighborhoods safer to walk and live in, without pricing people out.

Education & Student Success: Support every student’s opportunity to succeed.

  • Recognize the wide range of backgrounds in Ward 3 by ensuring every student has the tools to thrive.
  • Provide teachers with the resources they need to deliver high-quality education.
  • Build stronger partnerships between schools and Manchester’s innovation sector to prepare all students for the future.

A Vibrant Downtown & Community Life: Bring energy and opportunity to Ward 3.

  • Expand community events like Shop the Block, Cruising Downtown, Merrymaking on W. Merrimack, and other seasonal festivals.
  • Activate public spaces year-round with markets, festivals, and family-friendly programming.
  • Support experience-based retail to make downtown a destination.
